United would make a decision to allocate funding, location, construction costs, aircraft and memorabilia 

An independent organization would be created to be a 501(c)(3) tax exempt non profit

Any United financial support would be tax deductible to the non-profit

A board of directors would be appointed to oversee the initial startup of the organization

Outside vendors, i.e. Boeing, Airbus, GE, etc would be contacted for assistance in displays

Other museums, like the Delta facility in Atlanta and the Museum of Flight in Seattle would be contacted for expertise and setup suggestions

The board would initiate a search to locate iconic aircraft to be placed in the museum

Employee groups, United unions and retiree groups would be solicited for donations and ideas for the museum
